Worm-like creatures in fountain after rain?

Live in Southern Florida, rain hit recently, we have a tiny fountain that contains a gallon of water. There's small swimming worms in it now. I thought they were tadpoles, but they don't have a bigger head area and are instead thin throughout. Any idea what they could be?
