What was this halloween movie called?

I remember some parts of it, But its about 3 witches, and it starts out with one of the witch taking a girl, and this boy ( im assuming its her brother ) runs after her yelling for them to stop, and after that scene like..at least 6 chapters down, This witch sings a beautiful melody to lure all the kids of the town down to their lair or something, So they can take their looks, Its hard to remember but thats pretty much all :D
